The swelling on her abdomen is ventral edema from possible congestive heart failure, she will need an Echocardiogram to determine the severity.

She has had Eleven registered foals. I believe she has served her previous owner way above and beyond, and now to end up being treated like this.

My name is Julie Sheppard and I live in Henry County, and I volunteer as the 4-H Horse Club Leader. I have been a Georgia horse owner for 35 years.

I went to the Pony Express Horse Auction on Saturday night Feb. 9, 2007. One of the last horses that came through was this starving, emaciated mare. She was saddled and bridled and being ridden. She is less than a one on the body condition scoring.

I asked the auctioneer how much it would take to take this mare home as a 4-H Project and the auctioneer said he would pay for her and give her to me if she was going to a good home and get some groceries.

So, the mare is now in my possession. I have already had my veterinarian examine her and she has many health problems, including a heart murmur.

I am outraged that the Georgia Department of Agriculture agent that was or should have been on duty at the auction should have taken some action on behalf of this horse. The owner selling this horse should have to be held accountable for his cruelty and neglect.

A veterinarian was also on duty at the auction and drew blood on this mare for a Coggins test.

I have reported all this to the Georgia Department of Agriculture and was told that an agent will be sent out to the sellers farm to insure that the rest of his horses are not also in similar condition.

I want to know why a State paid Agriculture agent allowed this horse to be sold?
